no because he needed real hard evidence that they were going to be attaced and he received some inteligence saying they might attack and to be on high alert so he sent the letter to pearl harbor but the letter took longer than expected to get there so they did not get the letter until they attack on pearl harbor was nearly done.

not really because all over Europe wars were everywhere he knew they were going to get involed sooner or later but he thought the Germans were going to get him involved but instead the japs got them involved

and the japs are a allie of Germany so after the peral harbor we declared war on Japan and then Germany declared war on us

This is a conspiracy theory and theorists claim many different reasons. But the most popular theory that FDR welcomed the attack was that he wanted a reason to enter the war. The theorists main "proof" of this is that most of the aircraft carriers were not in port at the time of the attack, which were the Japanese main targets. But again, its a conspiracy. We could have entered a war in any other way that would have caused us to enter without causing Americans deaths or loose the amount of money those ships cost.

Beginning about the time the attack on Pearl Harbor started (around 2 PM Eastern US time), the rumor mill went into double-overdrive. Roosevelt had to address the country by radio (the only Mass Communication device at that time) and do the following things: Identify the enemy and expose the enemy's treachery. Define it for what it was - an act of war. Assure the American people the provocation would be met by declaring war on Japan in turn. Assure the American people of victory "so help us God". There is really nothing else he could have done, under the circumstances.
