I think you are refering to state and county borders. When the east coast was settled, boundries were determined naturally by geophysical barriers like rivers, mountains, and, of course, the ocean. The west was divided into territories by people who had never been there. They just said, Kansas lies between these two parrallels and extends from Missouri to the Continental Divide (Yes, if we had waited until settlement had progressed a bit further before petitioning for statehood, Denver would be in Kansas!)
