Well, take a look at the picture of the Lincoln Memorial and think about it for a moment. It's a flat, 2-dimensional image that only shows one face of the monument. By the same reasoning, if someone takes a photo of your front side it can't show the back of your head. The names of the states run all the way around the monument, so the only way a bill could show all the states would be to (a) have four images, one of each side, or (b) display a picture that moves, like one of the photos in the Harry Potter movies (NOT!)

Of those, either 26 or 27 states are shown, depending on what age it has and what image was used. Because the state names run all the way around the top of the Memorial it's clearly impossible to show all of them in a single 2-dimensional image. (Unless and until a Harry Potter-style bill is printed where the images can move, LOL!)

According to the Bureau of Engraving and Printing there are only 26.If you think about it for a minute, the names of the states are engraved all the way around the top of the Lincoln Memorial. The back of a bill is a flat picture so it can only show one side of the building. The only way you could see all the way around it would be if the Treasury borrowed some of those moving paintings from Harry Potter's world!
