In this day and age (in the USA) wild horses are captured to remove them from the wild population because there are too many of them to be sustained by the
land they live on.
Primary problem is that there are few or no predators to reduce/maintain their
numbers naturally. The natural limiter on large herbivores with no predatory control is overgrazing, which leads to starvation and disease.

I believe that it is illegal. The horses are federally protected. There are hundreds of mustangs held in holding pens ready for adoption so there is no need to capture one.
