Can you remove a toilet and floor over drain?

The toilet flange is usually above the floor level. You would have to cut it off the drain pipe and cap it. How you do this depends on what type of pipe the drain is made of. Even if the drain should be below the floor level, you have to seal the drain or sewer gas will come up from the drain.

Why do you need to flush a floor drain periodically?

Floor drain trap can dry out leaving no seal, allowing sewer gases to escape.

When you do laundry water comes out of your floor drain all over your floor you had Roto-Rooter snake the pipe but the water still comes up Would it be all right if you tightly plugged the drain hole?

I would say that if water had never backed up in your floor drain, then backed up even after you had the drain line snaked, Roto-Rooter didn't do their job. Once a drain line is cleaned, it should drain like it did before the stoppage. As for plugging the floor drain, it is there for a reason, I would not plug it. There are several items manufactured that will allow a floor drain to drain but if the line starts stopping up they will seal the drain off to prevent water from coming out of the drain.

Can you install a shower stall over a cement floor?

If you have a drain available. You may need to chip some concrete around the drain to install the bottom half of the drain. With that in place, set the shower over it and the top piece screws into the drain to form a seal. You can build a 2x4 frame and raise the shower up enough to run a drain to a sump or a floor drain.

How do you install a washing machine drain that has to connect to a loose drain hose that's built into the floor Is it advisable to seal the connection with silicone?

To connect a washing machine drain hose to a flexible hose it is proper to seal the union with plumbers tape and a hose clamp. Silicone should not be used because it may come loose and get into the drainage system. If Silicone is used it might also be necessary to cut the hose when removing the washer drain hose.

Smelling sewer from floor drains?

Floor drains that do not have water flow through them will go dry and sewer gas will leak out of them because the trap makes a seal and stops air from flowing out of the floor drain. Most commercial properties have drip primers that allow water to drip into a floor drain and keep the trap sealed but because water is dirty and since the drip primer has to have such a tiny hole, over time the drip primer corrodes and stops working and stops keeping water filled in the trap which is below any floor drain. When this happens like 2 - 4 yrs after the building was constructed the owner (like most) don't care or even know to care where the drip primer is. The best way I believe to seal a floor drain trap that is hardly used is to pour 1 gallon of water then 1/2 cup of vegetable oil down the floor drain, this oil sits on top of the water constantly making a seal on top of the water so the water can not evaporate and always making a trap seal.
