Tenth Amendment .....amendment that states rights not specifically given to the federal government are reserved for the states and the people
The 10th Amendment: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
The powers that are reserved for the people and/or the states, are called "Reserved Powers."
The 9th and 10th Amendment refer to power reserved for the states the 9th says that a citizen of another state may not sue a state. While the 10th amendment states that powers not granted to the federal government are reserved to the states or people.

The Tenth Amendment upholds the fact that all powers not given to the United States government itself belong to the states or the people.
