If they live in Mexico they would speak Spanish in public but possibly Chinese at home (it depends), and it goes the same in America. If you were to visit China and you are an American, many of the youth there know English, as it is their secondary language, taught in schools. I don't know why you would think Spanish, but they might (small chance they even live there) know Spanish in Mexico.
