NATO was created by the Western country to find security and then Russia had form the Warsaw Pact.

It was also created for trading without having to be taxed. The Warsaw pact allowed it's members to trade goods without paying a tax.

The Warsaw Pact was signed in May 1955 by the countries of the Eastern Bloc, at the USSR's behest, in somewhat belated response to the anti-communist Western military alliance, the North Atlantic Treaty Organisation (NATO, founded 1949). The Warsaw Pact was designed to provide a military counterbalance to NATO and further secure the USSR's control of its Eastern bloc satellite states. The Warsaw Pact was also partly a direct response to the inclusion of West Germany in NATO earlier in May 1955.
