There was alot of debate around the constitution and its ratification. Alot of people didn't like the idea of a big government (the constitution gave alot more power to the federal government than it had under the Articles of Confederation). This was mostly because of the oppressive English government taking away the rights of the colonists, now Americans. So, many people were afraid that the new, powerful government would be likely to start taking away rights just like the British had been doing. So, in order to ratify the constitution and save the states from complete ruin, the founding fathers promised the people of the states that they would pass a Bill of Rights right after the people accepted the constitution. They kept that promise, and passed the bill of rights, assuring freedom for the people in the United States of America and really opening the door for freedom worldwide.

Yes it was. The Constitution was written and then the Bill of Rights was added as sort of a compramise between the Federalists and Anti-Federalsits. Many said that the original Constitution did not protect the people's natural rights, so the Bill of Rights was added to it.
