Despite the fact that James Cook and his botanist, Sir Joseph Banks, had recommended botany Bay as the ideal place to establish a new settlement, Phillip found that there were several problems with Botany Bay. It simply did not have what would be needed to develop a self-sufficient colony.

- there was no safe, deep, sheltered harbour
- the soil was poor quality and not suitable for farming
- there was insufficient timber that could be used for building
