The decade of the 1890s represents a culmination of many strains of Western European and American thought. British, French, German, Italian, and America expanded by acquiring multiple new colonies and markets through spheres of influence throughout Africa, India, China and the Pacific. Beyond mere financial gain, new ideas in science (read: psuedo-science) philosophy and religious beliefs reinforced these exploits. Writers like Herbert Spencer took Darwin's ideas on evolution to include social factors, i.e. Spencer's "Survival of the Fittest" theory, also Ruyard Kiplings writings.

Philosophers following the Hegelian tradition put the nation state at the center of dialectic history, refining the medieval concept of translatio imperii, whereby the most advanced civilizations in terms of wealth, industry and morality, became the inheritors of great western civilization begun by Ancient Greece, through Rome, and later the Holy Roman Empire. Regions and people falling outside of this racial hierarchy were considered uncivilized at best and inferior peoples or even species at worst. These people saw what they wanted to see; actual expansion and technical advancements became the evidence that reinforced their worldview.

Protestant Christian missionaries and Evangelists espoused Millennialism ideas concerning the return of Jesus and the establishment of God's kingdom on earth. These ideas created the impulse to found missionary societies and proselytize among the heathens that had not accepted this particular brand of Christianity, or simply chose to practice different faiths. Likewise, prudish ideals found outlet in essentially smutty literature. Foreigners were claimed basically as objects, sometimes of desire, sometimes of enmity.

There's a ton of information on this question, though it can get very complex. Hope this helps, or at least is a good starting point!
