When the foreign ministers of the USSR & Germany signed the non aggression pact between them in 1939, Molotov & von Ribbentrop decided the Soviet sphere of influence in Eastern Europe. Stalin was very good at misunderstanding things for his own advantage as he saw the situation and when Poland was partitioned between the USSR & Nazi Germany the Baltic States ( Latvia, Lithuania & Estonia) too were occupied by the USSR. They remained so (After WW2) until the reorganisation which Gorbachev brought into being.
