They were chosen by Gutzon Borglum because of their roles in preserving the republic, and expanding its territory. I'd imagine that the addition of Nixon, L.B.J, Clinton and Bush would tend to detract from the vision of the original concept.

Each of them has had a great impact on American history and has helped America to become a great nation; Jefferson by helping to define and establish the principles of American democracy, Teddy Roosevelt by his success in the Spanish-American War, Washington by obtaining American independence from Britain, and Lincoln by his success in the Civil War. Most other Presidents have not accomplished as much as these have.

Washington. Jefferson, and Lincoln were Land Surveyors and therefore intellectually and morally superior to all other presidents. Roosevelt founded the national parks which created much work for other land surveyors. Seems plumb logical and on the level to me.
