Because in the past, up until about two hundred years ago almost, the Europeans had discovered the New World and they found that slavery was the best resorce for their plaintaitian economy where they produced cash crops like sugar and coffee and cotton which were worth big money.
Since all the natives died from diseases, the next best source of coercive labor was from the politically fragmented Africa which found it easier to cooroperate with the Europeans for their weapons. To the white people, these Africans weren't humans, they were commodities and nothing more than a source of profit. Because of this they didn't care about ethics and so white people were mean to blacks and enslaved them.
The reason they kept being mean after the outlawing of slavery was because the culture of the "inferiority" of the African American was so imbued into American culture it became impossible for whites to stop treating them like property and more like humans for many generations.
