Why will a 1994 Pontiac Bonneville 3.8L SE not start or turn over after running fine all day and the battery has recently been changed and the cables and fuses have been checked?

The ignition keys have an anti-theft chip in them. Over time the coating that protects the chip can wear out and the chip doesn't work. The anti-theft device in the car has to reset itself every time you try to start the car which can take 10 minutes or longer. You'll probably need to replace the ignition key at a dealership or certified shop.
