the reason is that there is a switch at the bottom of the spring by the clutch that is a safety switch so you don't start the car up in gear. either the master cylinder is leaking and by pumping it tells the switch that it is not in gear or the switch is bad and youre just hitting it and knocking the bad connections back to their senses, or you have a bad cable that has stretched past it life . try having someone push down on the switch or hit the switch while you try to start it. if the fluid is too low it will not start or the car will start and while you are driving it will lock up and not shift because of low pressure in the master cylinder for the clutch because of a bad master clutch cylinder. there is an adjustment for the spring cable when you push in the clutch. your clutch or cable is at its life end.

If it's a standard shift transmission you can "pop" start it by rolling down an incline, push the clutch in, put the trans in 2nd or 3rd gear, turn the ignition on, release the clutch and away you go. If it's an automatic, you're screwed.
I was recently having the same problem, it was a camshaft sensor that cut it off, of course mine is a 99 tho, and it seems lately Im replacing everything on it. But i love it and will continue to do so.. lol
