Vinegar when placed in water will mix completely. Water and vinegar are called aqueous based fluids, so they mix completely.

Oil is formed from hydrocarbon compounds. These compounds have a mutual attraction to each other, but will not mix with water. If oil is place in a cup of water, it will form a thin film (oil slick) on the top of the water.

If we reallly shake up oil and water, some bits of oil may appear to mix with water. This is called an emulsion. If allowed to settle, the oil will come to the surface again.
