Seeing you had the distriburetor out I would bet it's out of time, make sure the rotor is pointing to #1 plug when the engine is at top dead center on #1 cylinder.
Is it a brand new distributor ? If not then replace the module and pick-up coil in the distributor that you have.
96' z28 won't start because lack of spark. Could it be crankshaft position sensor? I just replaced distributor.
Possible bad crank sensor on the distributor, possible bad oil pressure swith.
it may be 180 degrees out try turning it 180 try resetting your timing it may be too far out to allow it to start

I think that one just has to sit for an hour for the fuel pump to start working again, that is assumming, of course, you don't trip it again....
I once replaced the distributor and worked to clean the battery posts and all sorts of stuff before finally realizing it was a blown ignition fuse. Van would turn over but not start. replaced the 35 cent fuse and I was on my way..
A Chilton's manual is a good place to start

first check to see if your getting spark, or fuel
