it probably has air in the fuel line i would turn the key to the run position then bleed the air out of the shrader valve located on the fuel rail ( it looks like a tire valve stem ) then try to start if that dosent work i have seen some Cherokees that you had to use starter fluid to get them to start then they act normal and start on their own after that.
Because the water pump has no relationship to starting. You are missing the spark or the gas. so start over
If you are only getting fuel out of two lines, then the injection pump is probably bad.

start by changing the fuels filter and make sure they are full of fuel.if the hold filter where empty on removal it's your priming pump that is falty then check the shut off selenoid on the injector pump it should have 12v power wiht ingnition key on
The most likely problem is the fuel pump. When you turn the car's accessories on you should hear the fuel pump turn on. It shouldn't be very loud. If you don't hear, it may be broken. You should check it. If it is in good shape check the carb/injector. If the carb/injector isn't damaged its a fuel line problem.
check the cranckshaft sensor and alarm system
I have the same problem, I check theinject spark and fuel on my 1997 GMC sonmoa And it still won't start check all the fuse's, then i check the timing chain and replace, Still no luck . I am hope someone will help us both.
Try changing or checking the oil pressure switch next to distributor if it goes bad the engine will not fire or start. Motor (ECM) has to see at least 3 psi of oil pressure to start. And will also shut down if less than 3 psi.

Have you checked the ignision timing. Check the firing order as well
maybe weak battery or an injector component is defective ( the additional injector that gives extra fuel to start the car )
It can be battery, faulty coolant temperature sensor, faulty cold start injector, malfunctioning fuel system, injector leaking.

I would start with changing the spark plugs, air filter, fuel filter. I would also try a couple of bottles of fuel injector cleaner, and dry gas.
