At the top of the brake pedal, there are two buttons that should be pushed against rubber stoppers, chances are the rubber has gotten old and rotted away. To fix it, just go to a Honda dealer and order the stoppers, they're only a few dollars, but until they come in you can tape a few pieces of cardboard together and tape it to where the stoppers should be....
On my 1991 Accord it is on the wall to the left of the clutch pedal. Just turn the knob and pull off the cover. A chart showing which one is which is on the inside of the cover.

The brake light switch is stuck or out of adjustment. If it is a mechanical switch it is located somewhere on the brake pedal swing arm. If it is a pressure switch it is located near the Master Cylinder.

Go to dealership and buy a plastic piece that goes on the brake pedal to turn the switch on and off. This little plastic snaps into place. The insert breaks after years of use and can easily be replaced by holding the brake pedal down and push it into place.

Check for a loose fuse, check your wiring, check the connections, sounds like something is loose. Also make note as to when it turn off, are pressing the brake? using the turn signal? I had a firebird that every time I press the brake the signal lights would turn on and the radio would turned off, that turned out to be I used the wrong bulb in my brake lights
You will need to access a diagnostic computer to turn off the check engine light on the 2003 Honda Accord. You could also remove the fuse from the dash lights or instrument panel.
