No, the electric cooling fans turn on and off by a signal from the coolant temp sensor. The coolant level sensor only illuminates the low coolant light when you are low on coolant.
If the coolant level is full change the thermostat if not check for leaks. You gotta be more specific with the question .......check fans.....they chould turn on whene above runing temp.... fans will kick on automaticly whene u turn a/c on
there are a few things to check--relay,fuses,coolant sensor, to check fans to see if they work.unplug elec, connector from fans, run a wire from positive on fans to positive post on battery.you might need to ground fans, if the fans are ok they should turn on.
could be a bad fuse or ac relay,also if out off coolant ac clutch will not work,

The 1999 Saturn S-Series engine heats up the coolant, the thermostat valve opens and the coolant circulates between the radiator and the engine. Then the radiator fans turn on to cool it back down. The fans are also turned on when the air conditioner is turned on to aid in cooling the radiator and the air conditioner condensor.
the temperature sencer tell your fans to turn on when the coolant in your radiator gets to hot
unless there is something wrong with your car, the cooling fans are activated when a sensor in the cooling system detects that the coolant is too hot and that is when the fans turn on to help bring airflow to the radiator or just to circulate hot air away from the engine. if the coolant is still hot when your car turns on, then the fan will stay on as well. Also, if the AC is in the on position both the fans will run.
Usually ECT or engine coolant temp sensor. That's what tells the engine computer to turn on the fans.
Repair the ABS system so it functions.
