The cooling fans are the only cooling source for a air cooled engine.
I'm not a mechanic / technician but it sounds like your engine cooling thermostat is sticking open ( assuming that the electric engine cooling fans are not running continuously )

The engine temperature must reach 232-235 degrees in order for the cooling fans to come on. They will shut off at about 195-200 degrees. Also when the air conditioner is on the cooling fans automatically come on regardless of temperature.
Whenever the AC is turned on, both cooling fans also come on. Otherwise, during normal operation only one fan comes on when activated to maintain correct engine temp.
disconnect the battery and then disconnect the wiring from the cooling fan. there are 4 screws( 8mm) that hold it on the radiator. be careful when removing it as not to damage the radiator. I found this information at www.autozone.com, under the repair info
No the 2 fans will not come on when you start the engine. One of the fans will come on anytime the A/C is being used. The other fan will come on along with the A/C fan when the engine reaches a preset temperature to prevent it from overheating.
