This is just a guess! I work with mostly newer vehicles. My guess is that the relay is stuck open. Try changeing the relay. It may be part of the fuel pump or it could be located on the fire wall

On a 1989 Ford Mustang : The fuel pump shut off switch ( inertia switch ) is in the trunk / cargo area It is between the tail lights and is covered by an oval shaped rubber " plug "
the fuel pumps on fiero's are in the fuel tank and I have never seen a shut off switch on them just a fuse in the fuse box under the dash

All fuel pumps make some noise. If the noise is much louder than other fuel injected cars your fuel pump is defective. Fuel pumps that make noise normally fail before long.

no it doesnt it has an auto shut down relay located under the hood. not a comon problem for them to go bad
it should be under the drivers side dash
Defective fuel pump, or clogged fuel filter is one cause.
