Why wont harmonic balancer pull off 1986 ranger 2.9 with puller you have sprayed with PB blaster?

There is a front pulley, a center bolt and washer AND a spacer behind the washer that has to come off before putting on the puller. I didnt know this and tried to pull balancer, this spacer is pressed in or it was after i tried to pull balancer off over it !
