Honestly it depends on the sound you are hearing when you try to crank it over. This is not 100% accurate, however in most cases if the vehicle does either of the following...
1. Clicks multiple times in succession
2. Does nothing at all, but you have dash lights and so forth
It is either a bad battery or battery connection.
If the vehicle makes one loud click then in most cases it is a starter issue. Good Luck!

I have a 1998. I have never used the lower lights. Recently asked at the dealership how to turn them on. Lever on left of steering column where I turn on the headlights? The end of that lever pulls out, turning the lower lights on.
I have a 2002 Chrysler Sebring convertible. If you turn off the ignition and remove the key while the headlights are on, then turn off the headlights, the headlights will stay on for 30 seconds and turn off. You can avoid this by turning the lights off before you turn off the car or by switching them on and off again.
Heater core is shot, its monted on the firewall behind center console/instrument cluster. When turning on heater fan, will dischrge coolant out of the vent. Replace heater core to resolve the leak
check to see if the cam is turning. check coil by turning on and off the switch. have someone hold on to the big wire out of the coil.
A failing wheel bearing is a likely cause.
