Yes, at idle it brings the normal stock of 900 up to 1000 rpms
Check for a vacuum leak.
The idle adjustment screw is on the side of the throttle body. Take a Phillips head screwdriver, and adjust it. If you're not familiar with the throttle body, if you're looking directly at the engine from the front, it's the first piece on the left that the plastic crossover tube connects to. You'll see a spring-loaded wheel on the side, and the idle adjustment should be next to it.
The idle should be at 8 to 900 rpms, if lower then theres a idle screw on the side of the throttle body in front of the injector, turn it to where the idle needs to be.
To adjust the idle on Mazda 929 from 1992-1995.......on the top side off throttle body there is a idle air screw,turn screw cloclwise to reduce RPM. Question...is idle always high when hot or cold?

Refer to this website to clean the part which typically solves the problem. BE VERY CAREFUL when removing the part. I have a Mazda 2001 Tribute and I just replaced the Idle Air Control Valve (IAC). I searched for Idle Speed Control actuator and there does not appear to be one. The IAC is the silver module right on top of the manifold.
