COULD HAVE BAD FUEL LEVEL SENSOR OR IF IT DOSE NOT HAVE SENSOR THE SENDING UNIT ON THE MODUEL IS BAD AND THE WHOLE MODUEL NEEDS TO BE REPLACED.
