Some US Servicemen may have transferred to the PTO from the ETO (Pacific Theater of Operations and European Theater of Operations); or, if the material is "dated", meaning from WW1 (1914-1918), some of those islands were German territory and Japan took them by force in WW1 (Japan was an ally in WW1). Example: A German Luger pistol is a WW1 handgun. WW2 German handguns were Walther P-38's. Although there might be some production models going into the 1940's; there's always exceptions to the rule(s). Lastly, Japanese and German submarines were in constant communication with each other; mostly traversing the Indian ocean.
