They chose not to, if you admit that the people who you are intending to rob are people that require justice and fair treatment you end up in a situation where you have to earn what you get rather then simply taking it.
In Australia did not even admit their people were human until the 1960's and they are still arguing that they were not all that bad on the indigenous people. It is all about legitimising simple greed.
