Why would a 03 Focus shut down after turning onto the off ramp from highway and only stay running with foot on gas but stalls again if stopped and take about an hour to be back to normal?

two possible causes are 1 Timing is incorrect, due to belt stretch or jump ( possibly done when deaccelerating on to the offramp) Fuel pump problems, and one other is the ignition module
