I cant find neutral or reverse on the one I have 1954 super 10
The accelerator cable is connected with a swivel nut on each end of the cable. Loosen the swivel nut, by turning it to the left. The accelerator cable will come off. Reverse the process to install the new accelerator cable.
The purpose of an accelerator is the car is to give the engine gas so the car will move.

Could it be the Neutral Safety Switch is out of alignment? Thinks Reverse is Neutral? I don't know Rovers, but there is a safety switch in vehicles with Automatic Transmissions, that prohibit the vehicle from being started in a Driver or Reverse gear.
could be either transmission shift linkage not engaging reverse ( stops at neutral ) worn joint connectors sometimes cause this. or reverse clutches or gears bad inside transmission.
