check the fan or the temp.sensor the radiator that is not clogd or it could be the heads tha are clogd or the head gasket

It depends on the size of your motor to determine how long it should take to hit the right temp for the thermostat to open up so it can send coolant through the system. This sounds like a bad thermostat. It's partially open in this case which accounts for the delay. For $20.00 and 10 minutes of your time you might as well swap it out. If I'm wrong at least you'll have eliminated it as a possibility.
