That happens when the transmission computer detects a malfunction and sets a code. It defaults to safe mode which is second gear. You need to have the codes read.

I just acquired a 1970 chrysler Sea King and when i took the lower unit off to inspect the impeller, i found the shift linkage was not even connected down there, I'm not sure if the 2 screws backed themselves out or if they were taken out by a previous owner, but that may be a good place to start looking
