"vacuum leak in the brake booster"
I agree. Ive just gotten this issue in my 94 cherokee-- the most reliable car ive owned. While i havent located it, I can agree with this post, because that is the vicinity it seems to occur from. The 'whir' dampens once i accelerate, and Iwasglad to see some sort of confirmation it was the brake booster.
What is the cost to fix this? Is it worth it? Or can I do a DIY tightening of something, or replace some tubing?
A 1998 Jeep Cherokee has disc brakes in the front.
A 2000 Jeep Cherokee would have rear drum brakes.
The grand Cherokee does have four wheel disc brakes. The wrangler and Cherokee have rear drum brakes.
There are a few causes to whining brakes in a car. One reason could be that the caliper is out, and another could be that the pad is worn out.

A 1998 Jeep grand Cherokee's rear brakes make lock up and make a horrible noise while driving if there is problems with the rear differential. The pinion may of locked up. A mechanic will be able to help you fix the problem.
My '96 Cherokee Sport does, so I bet a '98 does.
