Why would a blower fan only work once in a while on a 94 Dakota resister bar has been replaced?

A motor that works intermittently would make me suspect a loose wire or a speed control switch that was corroded or going bad.

Check the fuses and blower relay. Also check to make sure that the replacement blower motor has not failed. If these items are good then the electrical system will need to be tested to see where the blower system is losing power.

Check for 12V at the blower motor connection with ignition on and while selecting all blower speeds with fan switch. If you have power with all speeds at that connection you probably have a bad blower motor. If you don't have power there with any speed selected you probably have a faulty fan switch. If you have power there with only some of the speed selections you probably have a bad speed resister. If you power there at all speeds but high you probably have a bad high speed relay.

Instead, you will have a blower motor speed controller in that location. If you have an electronic digital temp control system with a digital display. If so, you have a blower motor speed controller instead of a resister. The controller is a 3" x 3" box with fins on it for cooling. It is located under the dash by the blower motor, just to the left. It has a white aspirator hose routed over it. 2 screws and one connector. It is fairly expensive so be sure it is the bad part. I have one I salvaged a while ago for a spare just in case someone needed it. The aspirator hose takes air from the resister location and feeds it to the temp sensor that controls blower speed, etc. So, your problem could be the motor, the speed controller, the digital control head, the sensor, wiring etc.

It could be a blown fuse but more likely it is either the blower motor resistor or the blower switch itself. TJ's are prone to overheating and melting blower motor switches because of high current flowing through them. To test the switch, check all four fan speeds to determine which of them is inoperable. The blower motor resistor regulates the blower speed on positions 1 through 3. If the blower doesn't work on any position 1 through 3 but it works on full speed (Position 4), the blower motor resistor is bad and needs to be replaced. If the blower doesn't operate at full speed (position 4) the blower motor swithch is bad and you need to replace switch assembly, After that, check the lower fan speeds to make sure they work. If any of them doesn't work, replace the blower motor resistor also.
