A motor that works intermittently would make me suspect a loose wire or a speed control switch that was corroded or going bad.

Check for 12V at the blower motor connection with ignition on and while selecting all blower speeds with fan switch. If you have power with all speeds at that connection you probably have a bad blower motor. If you don't have power there with any speed selected you probably have a faulty fan switch. If you have power there with only some of the speed selections you probably have a bad speed resister. If you power there at all speeds but high you probably have a bad high speed relay.

It could be a blown fuse but more likely it is either the blower motor resistor or the blower switch itself. TJ's are prone to overheating and melting blower motor switches because of high current flowing through them. To test the switch, check all four fan speeds to determine which of them is inoperable. The blower motor resistor regulates the blower speed on positions 1 through 3. If the blower doesn't work on any position 1 through 3 but it works on full speed (Position 4), the blower motor resistor is bad and needs to be replaced. If the blower doesn't operate at full speed (position 4) the blower motor swithch is bad and you need to replace switch assembly, After that, check the lower fan speeds to make sure they work. If any of them doesn't work, replace the blower motor resistor also.
