couple of different reasons for this. most likely, there is no fluid presure in the line to the slave cylinder due to a leak in the line or slave cylinder itself. second, less likely but i have seen it happen; the throw out bearing disintegrated leaving nothing between the fork and the presure plate so when the slave cylinder push rod extends, there is nothing to push it back. problem one would need a new line or slave cylider and your rolling. problem two means the transmission is coming out and you may as well do the clutch while your in there. hope that helps.

To adjust the clutch pedal height in the Peugeot 307 locate the adjuster bolt on the floor under the clutch pedal. Loosen the bolt and pull out the pedal to the proper height then tighten the bolt. To make the clutch pedal lower for the operator simply push in on the clutch pedal while the adjuster bolt is loose, then tighten the bolt.
You may have a loose clutch cable.
If the clutch pedal feels loose or if it's particularly hard to shift, then probably.

There is a steel tube inside your hump in the floor. The clutch cable runs through it from the pedals to the rear of the car. It is welded to secure it from moving inside the tunnel. When one of these mounts breaks loose, you'll hear a popping sound when you push the clutch. you might also feel the pop through the pedal.
a cell that loose the ability to :what?
The clutch has a safety switch that prevents the engine from starting unless the clutch is depressed. If you kicked the switch or a wire loose, this would caause a no start. Look for loose wires or componants near the clutch pedal and reattach as needed.
