Why would the power steering 2000 windstar be groaning without even touching wheel and the fluid is full Could it be a sensor Belt Steering gear box. Thanks for any help?

A mechanic friend of mine told us that's just the way our windstar is. That for some reason the system cannot completely bleed itself of air and therefore will have that groaning sound but it will run perfectly fine. Hope this helps.
