The reason it only works occasionally is because it don't have a cable,it has a chip in the cluster the controls the speedometer, basically its eletronic. To fix the problem its best to buy a new or used cluster,or talk to a parts store and maybe u can get just the chip to fix yours.
You need to resolder the connections to the two large plugs of the instrument panel.You will neen to lift off the dash board,just lift or pry it up.There is four Phillips screws that need to be removed,now with a gentle pull the panel should come out.Now you`ll need a torx screw driver to remove the circiut board to get to the printed side. I've done the solder recomendation. Worked for a while then stopped. If that happens get one at a junk yard fo. I put a 1999 in my 1996. I noticed the 1999 we put in was all re-engineered.

You have to replace the cluster with a metric cluster.
There is no speedometer cable on a 1995 caravan. it is done by a speed sensor on the transmission and digtal data is sent to the computer and the computer then sends the signal to the speedometer. This is the case even when the speedometer looks analog. Likely a bad speedometer is the cause if it does not move as the speed sensor is used for other functions and would trip the "check engine" light if it was bad. the speedometer is part of the instrument cluster and likely you would need to change the whole thing.

If you are trying to replace a faulty speedometer, there should be a couple of clips on the back of the instrument cluster. All you need to do is push the lever and pull the connector out. It is illegal to disconnect the speedometer in the United States for any reason other than to repair or replace it.
