Why would Window AC unit and TV go out checked breakers all ok switched breaker on and off still nothing overhead light in room is working any idea?

If A/C unit and TV are on the same circuit it sounds like a breaker trip. If it is not evident which breaker tripped move all of the breakers off one at a time. Move completely to the off position. You should come across one that clicks when moved to the off position. This is the tripped breaker.

The light on my gfi outlet is dim and sometimes out i am getting no power to it but the circuit breaker is not tripped i just replaced the gfi and it didn't help any ideas?

If the GFI outlet is tripped (the outlet, not the breaker) then it is telling you there is a ground fault which must be fixed. If the GFI outlet is not tripped, and the breaker is not tripped, but it is still not providing power, then you have a loose connection or a wiring error.

Do some electrical breakers when they are tripped go into the off position instead of the normal tripped position I have a cutler hammer breaker that tripped but is in the off position?

Some breakers can trip totally off. If the breaker is continually turning off without a wiring issue, then the breaker could be going bad.

It takes a finite amount of time to trip a breaker. The short you caused may not have tripped the breaker. If the dryer is no longer working there may be an internal reset that has tripped.

Why would all three outlets in a bedroom and the bathroom light lose power even if the breaker is reset?

Wires could be disconnected from the main fuse box. Check to see if you have any Ground Fault Outlets installed and ensure that all have been reset. It sounds like they may all be on one circuit and if so, You need to check that all outlets nad light fixtures have good connections and are tight. Its possible that you have a GFI outlet in bathroom that is tripped or is bad the bedroom outlets are possibly wired to same circuit It just may be that the fault that tripped the breaker also broke the circuit to the other points. Look into the boxes of the outlets and switches. If there was a fault you may see carbon where an arc broke a wire to the remaining points in the string.

Is it safe to turn on a 240 volt circuit after it has tripped the breaker?

It is safer to find out why the breaker tripped before the power is turned on. Turn off all equipment, then turn on the supply, then turn on each appliance one by one to find the culprit.
