Could be the control stick for the blinkers. If the lights work, try replacing the stick or checking out the signal path for that blinker
Often it can actually be a faulty turn signal!! As silly as this sounds it is quite common. First thing to do is clean the contacts on the turn signal, if you still get high beams and no low beams you probably need to replace the turn signal switch.
Check the fuses on the car, or the signal bulbs.

The Turn Signal Switch is bad in the column and needs to be replaced.
If your 2002 Grand Cherokee turn signal will not work, it is a good idea to check the fuses first. Then, check the bulb in the signal to see if that is lighting at all. Replace the fuse if it is blown.
The fuses for turn signals, I assume you are speaking on a Geo Prism, would be located to the left bottom(to the left of your left leg) front drivers side panel.

The trun signal lever needs to be replaced.
First thing I would do is check the Fuses.
I had a 1992 Grand Prix LE the turn signals did not work and the fuses were good. Look at the swith on the steering collum try pulling the bright swith with the turn signal on. I did that on mine and they started blinking I replaced the swith and they now work fine.
You would not want too much of it falling onto your skin or into your eyes, especially after you see what it can do to a leftover piece of meatloaf.
