u put the key in and turn the wheel... if hat doesn't work turn the key and the wheel at the same time... every cehicle is like that... if it still doesn't work... then you might have a seized steering column

Just about any Automatic transmission fluid or Power steering fluid will work correctly. In 1995 Power steering fluid was specified. But from new we ignored that.

The 83 engine will not work. You need a TBI / throttle body injection engine from 1987 to 1995. then everything will bolt right up and work just fine.

No, 1995 is a one year only engine. I was going to look at a 95 engine to put in my 96 but found out it wouldn't work. You may be able to get it to work but if so it would be with lots of modification & I don't think you can anyway.
