I have piece of certified mail being sent to my old address from the Maricopa County Court in Arizona. I just spoke to the post office and was told it will be forwarded to my new address.

So the answer to this question is yes.

Only if the post office has an official record of the recepient's change of address on file.

ALSO: Oftentimes the sender of 'Registered' or 'Certified' mail marks it DO NOT FORWARD. In that case the Postal Service will not forward it and will return it to the sender.
