Generally, yes.
The binding caliper causes the pads to rub against the rotor heating the pads and rotor up. Hot pads and rotor provide less braking under equal pressure (when braking) so the right brake works better. The car will pull toward the better brake.
The left front brakes are not applying at the same rate as the right front. Possible causes are a failed left front caliper, left front brake hose, frozen caliper slide, etc.
brake pad loose in caliper, replace fitting kit, check for missing spring shim.
Dual diagonal braking is where the brakes are on two systems right front and left rear as well as left front and right rear. This is to give even braking in a partial system failure
Bad right caliper or air in the left caliper, soaked pads on the left side, dirt in the brake fluid balancer thingy....answer: Also check your wheel bearings. and make certain they haven't deteriorated.

It is split front and rear. You have two separate brake issues. I would pull all four wheels and take apart all four brakes inspecting along the way. The left front could have a frozen caliper piston,caliper slide pins or a damaged/blocked brake hose. The right rear wheel cylinder may be frozen or the brake is way out of adjustment.
The right front brake probably has a bad caliper. The calipers hold and move the brake pads . If the right caliper has a stuck piston , the pressure will not be the same as the left side. And, the piston on the caliper may not be returning to it's correct position causing pressure to stay on the pad . You can verify that by driving the car and compare the temperature of the right wheel to the left wheel. If the right is considerably hotter, there is a problem with the caliper. BE CAREFUL....BRAKES GET HOT!!!!!

The pads may be worn out. have it checked out.
Check brakes for seized caliper causing the pulling & this may have warped a rotor causing the jerking. Rule of thumb is if it pulls left on braking then the right brake is sticking
