The steam could be coolant from a bad heater core.
Your thermostat is most likely bad. It controls the flow of warm water into your heater core which warms your air. Its a common problem in winter and an easy fix.
bad heater core, heater hose blockage, low coolant, bad heater valve, bad control head. With my car, it was Heater matrix clogged with radiator sealant. The workshop cleaned it and it's start working fine!

check you antifreze level if it is low you wont have eat or if you get lots of fog your heater core is bad
