Yes. Suleiman was not restrained by any constitution or congress. He was an absolute monarch. The only opposition to Suleiman came occasionally from the Janissaries.
An absolute monarch is a ruler (king or queen) who does not allow anyone to disagree with them. Their rule is law. During the Enlightenment the people in countries around the world were encouraged to take charge of their lives, their politics and their countries. In order for the people to take charge their ruler must be willing to work with them - an absolute monarch would not be willing.
Traditionally, an absolute monarch would only admit to having responsibilities to God, not to the people, and only the absolute monarch gets to say what his (or rarely, her) responsibilities are. Louis the fourteenth famously said "L'état c'est moi" meaning I am the state. The people in such a country exist to serve the monarch, the monarch does not exist to serve the people.
I believe the correct word would be a "monarch"

no, no, no. --- By COMMIEOFTHEDAY: Depends on what you mean by Monarchy and Monarchism. He would fit some, and if he was a monarch he would be an absolute one. As with most fascists(expect Francoists), he was anti-monarchist. So he, and the Nazis, didn't see him as a king or a baron but just Mein Führer. Hoped that answered your question.
