If there was a bottom window you would look out the bottom one but if there wasn't you would look out the one facing north, I think.

The Honda Civic has a separate fuse for the front windows and the back windows. Each window does not have a separate fuse. There are two window fuses.

Most states I believe no darker than 22% on the front windows, the side windows for the back seats as dark as you want them, the rear window 22%. The reasoning is, police officers need to be able to see the occupants through the back window, and front side windows.

I actually got my front windows tinted today... According to the guy that tinted them, the back windows are 17%... He did my front windows with a 20% and they match perfectly! I'd say they are between 17-20% for the back windows.
My 2001 does not have a 'lock' button on the power windows - likely because only the front seat occupants have access to the window controls.
Check the wires to the window motor. The window motor may have a loose wire or the motor may need to be replaced.
Look at the opposite window. Driver side windows are often simalair to there opposing window. Some parts are reversed for obvious reasons.
