Most relays are located under the hood in the fuse box or on the inside of the driver side door panel they are labeled so its not hard to tell which relay is which, as far as replacing them goes all you have to do is remove it (similar to a fuse) and replace it with a new one its as simple as that. It would however be a good idea to remove your ground cable on your battery so you don't hurt yourself or others and so you don't fry your ecu in the car.

No you don't have to drain the oil to change the stator.
I had to do this oncve and thought I could do it myself, but after taking off the wheel found I need special tool to do it, so had to put back together and ask the Honda dealership to do it.
According to Honda's website, 2006 was the first year that all the standard Honda Civic's (CE LX DX etc) had timing CHAINS, so you do not need to change it out. The Honda SIs have always had timing chains.

According to my 2006 LX Honda pilot manual, 4.5 qrts of oil. I change mine every 3 to 4k miles.
The transaxle fluid should be changed every ofter according to the Honda recommended specifications. Honda recommended every 75,000 miles the transmission should be flushed.
