I had the same problem with a Honda Accord. The car would start, however, as soon as I let go of the key the car would die. My problem turned out to be a bad ignition switch (you know, where the key goes in). I replaced the switch and all has been fine ever since. Try this. Start the car and instead of letting go of the key, turn the key slightly to stop engagement of the starter. Do not let the ignition switch turn completely back as if you had let go. Does the car still run when holding the switch? I drove my Honda 30 miles holding the ignition switch in place. Boy, did my wrist hurt. Good luck!
it is mounted to the starter !
The 1984 Chevrolet Monte Carlo starter can be found on the right hand side of the engine. The starter will be near the back of the engine.
on the starter
yes it is.
Remove the positive cable from your 1998 Monte Carlo battery. Remove the cables from the front of the starter. Remove the starter retaining bolts. Reverse the process to install the new starter.
Try on the top of the starter - follow the + battery cable
Replacing the starter on a 1999 Monte Carlo is fairly easy to do. The car will need to be jacked up to reach the starter. The wires will need to be disconnected from the starter before removing it. After the wires are removed, the starter can be taken down by removing the two bolts. After the starter is removed, replace it with a new one.

You didn't say what year, but they are connected to the starter terminal.
No. If the starter doesn't work it can't turn the engine.
