Take your glove box out the fuse panel you will see 20 fuses you will need to check # 14 this is for wipers it is a 20 amp fuse if that is ok try runing power from battery to the wiper motor or check that power is at the plug on the wiper motor.

I had a similar problem with my 1998 4.0L wrangler where it would take alot of cranking to start warm but start pretty well when cold. My problem was the fuel pressure regulator was busted. I had to have the fuel sending unit replaced to fix the problem. Also, before you do anything else, check for carbon deposits in your throttle body, that could be contributing to the problem.
You can't actually get stopped for having a cracked windshield, but if you do get pulled over for some other moving violation and they see (they ARE a paid, trained witness) the cracked windshield, they will cite you with an additional equipment safety violation.
