It is the RPM Sensor or sometimes called the Crank Position Sensor.
I had to do this on my 96 850, and no, I did not have to have it running, just on accessories on ignition.
They should turn off when the ignition is turned off and the key removed.
This model probably has the Regina engine. The ignition coil should be mounted on the drivers side fender well close to the firewall.

It depends of what car you have. On some cars you must use a special device. On others for example some Volvo it can be done by pressing reset trip meter for a longer period with ignition turned on but engine not running
Adjust ignition timing. check knock sensor.
You can feel the engine running inside the car not necessarily vibration but it can cause vibration but for sure you can feel the engine running at your foot.

Yes. If the timing belt breaks while the engine is running you will bend the valves and probably damage the pistons.
